This RFI is for information and planning purposes only; this is not an Invitation for Bid (IFB), a Request for Proposal (RFP), or Request for Quotation (RFQ). No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any preparation expenses and information and materials received in response to this RFI and is in no way obligated by the information received. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The information provided may be used by the Army in developing a future acquisition strategy, Performance Work Statement, Statement of Objectives and/or Performance Based Specification(s). Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. If a solicitation is issued, it will be synopsized on the SAM.Gov. All interested parties are encouraged to respond by submitting by the date specified in this RFI. BACKGROUND DESCRIPTION: Background. An Iraq Automated Fingerprint Identification System (IAFIS) is at end of year life cycle support. A replacement system: Iraq Automated Biometric Identification System (IABIS) was sent to replace IAFIS in support of biometrics identity management operations. It is the intent of the United States Government (USG) to find a vendor to provide service and hardware in manufacturing/installation of equipment, provide logistical/ sustainment support, and hardware/software that may be needed. Objectives. The major objectives of this scope of work are to: Verify that the functionality and performance of the shipped IABIS system meets or exceeds all technical specifications in its intended operational environment in Iraq. Provide all Basic Life Support which include a security details for the 2 Field Service Rep supporting this mission. Install and configure IABIS and determine if additional hardware and/or software are needed. Sustain the production IABIS system to ensure high system availability Commission the IABIS system by loading the available data files from the IAFIS system and any other format that data may be provided not to exceed 10 million files. Train end-users on how to effectively use the system and leverage its capabilities to increase biometrics matching speed and accuracy Achieve Initial Operational Capability (IOC) at Contract Award + 364 Days or sooner Achieve Full Operational Capability (FOC) at Contract Award + option period or sooner (FOC is dependent on the Iraqis signed agreement to share data with the USG and then a virtual/internet link is established by the contractor with USG oversite). The period of performance shall consist of : One 12-month Base Year: April 2022 -March 2023 One 12-month Option Period: April 2023-March 2024. FSRs should be in-country no later than Contract Award +35. Primary Work Location. The Contractor shall perform work mainly at: Ministry of Interior (MOI) Biometrics Center, Baghdad, Iraq.
