THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - THIS IS NOT A SOLICITATION – This RFI is issued solely for information and planning purposes –No formal solicitation will be issued by the Government as a result of the responses to this RFI. This RFI is for acquisition planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only and may be used by the Army in developing a requirement. Government will not be liable to pay entitlement payment of direct or indirect costs or charges by the arise because of contractor submission of responses to this announcement or the Government use of such information received under RFI. The Government reserves the right to reject, in whole or part, any contractor input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. This information provided may be used by the Army in developing its acquisition strategy, performance work statement, statement of objectives and/or performance-based specification(s). Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this requirement. Subject: W909MY-24-THERMALSENSOR: “Company Name” INTRODUCTION: The Army Contracting Command- Aberdeen Proving Ground- Belvoir Division (ACC-APG Belvoir), on behalf of Product Manager Force Protection Systems (PM FPS) is issuing a Request for Information (RFI), in accordance with Federal Acquisition Regulation (FAR) 15.201(e) to identify potential sources that can provide a military specification digital thermal sensor capable of operating within extreme weather in austere environments. Sensor should have the capability to be maintained/sustained e.g., repaired, parts procured, within its area of operation with minimal required shipping to depot locations outside of region supported; repair of 80% or more of the asset shall be conducted by the country of procurement. Provide and arrange after sales services associated with procurement of maintenance and repair parts, testing and diagnostics equipment through the country of procurement at field level. Provide basic and depot level repair training to country of procurement post sell off and prior to fielding of the sensor system (s). PROGRAM OBJECTIVE: PM FPS requires sustainment support. Key capabilities and attributes: 1. Thermal sensor shall be a digital uncooled or cooled sensor capable of withstanding extreme weather conditions under austere environments. 2. Sensor shall comply with all requirements for International Traffic in Arms Regulations (ITAR) set by United States government regulations for control of export and import defense-related articles and services on United States Munitions List (USML). 3. Sensor shall be capable of detecting human and vehicle movement from long range, not less that 20KM, with integration of radar, or Perimeter Intrusion Detection System (PIDS) other target detection devices. 4. Sensor’s Mid-Wave Infrared (MWIR) Zoom (Cool) resolution must be 640 by 512 or higher. Cooler Hours to MTBF (Mean Time Between Failure) 30,000 hrs. Digital Zoom 8x or higher. 5. Sensor’s Long-Wave Infrared (LWIR) Zoom (Uncooled) resolution must be 1280 by 1024 or higher. Digital Zoom 8x or higher. 6. Sensor system shall be capable of being networked for data transfer for all digital media; video/recording. 7. Sensor shall have a Laser Ranger Finder (LRF) capability to differentiate targets through in-climate weather conditions or low visibility. 8. Sensor shall have the capability to be mounted to fixed and mobile platforms; mobile platform shall provide the same capabilities as fixed while in motion. 9. Sensor shall have the capability to be repaired in country of origin. 10. Sensor shall be rugged enough to ensure minimum maintenance requirements associated with preventive maintenance checks & services (PMCS); example-plug and play for extended period of time without shut down or being taken off required task. 11. Sensor shall be capable of being powered by a Solar System. 12. Describe training capabilities and/or requirement for the operation and maintenance of sensor systems.
