This notice is to announce a Request for Information in support of a Prototype Project under the Authority of Section 2371b of Title 10, U.S.C. to carry out Other Transactions. Specifically, the Government has a need for establishing a set of core solutions aimed at developing ground-to-ground infrared hyperspectral sensors to be employed by the DoD and Department of the Army. Current Army force protection systems require Soldiers to inspect all vehicles entering bases which is both time consuming and straining on Soldiers. The introduction of these ground-to-ground hyperspectral sensors will provide a method to reduce the total number of vehicles requiring thorough inspection through scanning the exterior of vehicles for materials of interesting. The hyperspectral sensors will also be designed to reduce operator workload through automatically identifying what materials, if any, exist on the vehicles rather than having the operator conduct analysis after scanning to determine if materials are present. It is important to note that this Request for Information is not a Request for White Paper (RFWP) nor a Request for Project Proposal (RFPP). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a project, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Request for Information is voluntary. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of offeror submission of responses or the Government’s use of such information.
