The United States (US) Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Belvoir Division intends to solicit and negotiate a Request for Proposal (RFP) on behalf of US Army Product Director, Small Expeditionary Power Sources (PD SEPS), Project Manager, Expeditionary Energy and Sustainment Systems (PM E2S2). The proposed competitive effort will result in the award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract, to one (1) vendor, with a one (1)-year base ordering period and four (4), one (1)-year optional ordering periods with a total estimated ceiling of $30M. Options will be priced on an IDIQ basis and evaluated for award purposes as a part of the Offeror’s proposal in accordance with (IAW) FAR 52.217-5. Individual delivery orders (DO) will be executed from the IDIQ contract after award for all equipment. No incentives or special contract requirements are included in this effort. The evaluation of these Small Business Set-Aside proposals submitted in response to the (RFP) for this requirement will be conducted on a Best Value Trade-off Source Selection Process. Small Tactical Electric Power (STEP) IDIQ documents will be uploaded under Notice ID W909MY-21-R-0007. This acquisition is a restricted Small Business Set-A-Side under the North American Industry Classification Systems (NAICS) Code is 335312, Motor and Generator Manufacturing with a size standard of 1,250 employees. In accordance with FAR 52.204-7 System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. In addition, all Offerors must complete and submit the Representations and Certifications as set forth in FAR 52.212-3 Offeror Representations and Certifications-Commercial Items. Offerors can register via the following website: https://www.sam.gov/. The estimated issue date for this RFP is on or around 15 January 2021. This proposed competitive effort will enable operational units and other Project Manager offices to procure lightweight tactical power generation sets producing less than five (< 5) kilowatts (kW) of power with their own funds. All responsible sources may submit a proposal, which will be evaluated in accordance with RFP Number W909MY-21-R-0007.
