The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, on behalf of Product Manager (PdM) Force Protection Systems (FPS) intends to negotiate with FLIR Systems, Inc., 27700 South West Parkway Avenue, Wilsonville, OR on a sole source in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), to procure sustainment support to maintain a "pure fleet" of legacy Rapid Aerostat Initial Deployment (RAID), Base Expeditionary Targeting and Surveillance Systems, Combined (BETSS-C) RAID, Cerberus, Persistent Surveillance System-Ground (PSS-G) Medium, and PSS-G Heavy (PSS-G(H)) systems, to include Foreign Military Sales (FMS) configurations. These systems are comprised of Star SAFIRE III, Star SAFIRE 380HD, Star SAFIRE 380HDc, TacFLIR 380HD, TacFLIR 380HDc, and Recon series of sensor systems, as well as the R20SS and R3D Radars and make up the FLIR family of systems. These FLIR sensors are a family of systems integrated into a common operational picture to address the persistent surveillance and standoff detection needs. The action proposed is a firm-fixed-price (FFP) indefinite delivery/indefinite quantity (IDIQ) single award contract for repair and refurbishment (R&R) and logistics support of these FLIR Systems, Inc. family of systems directly from the Original Equipment Manufacturer (OEM), FLIR Systems, Inc. The proposed award will consist of a five (5) year ordering period with a maximum contract ceiling amount of $92,875,276. The anticipated award date is third quarter fiscal year (FY) 2019. The FLIR sensors are a family of cameras integrated into a common operational picture to address the persistent surveillance and standoff detection needs. The FLIR sensors are major subsystems of the BETSS/RAID, PSS-G(M), and PSS-G(H) and consist of the following series of sensors (hereafter referred to as the FLIR Systems, Inc. family of systems): • Star SAFIRE III • Star SAFIRE 380 HD • Star SAFIRE 380 HDc • TacFLIR 380HD • TacFLIR 380 HDc • RECON series of sensors • R20SS Radar • R3D Radar FLIR Systems, Inc. is the Original Equipment Manufacturer (OEM) of the FLIR family of sensors and currently owns the Technical Data Package (TDP). Since these sensors/cameras are part of PdM FPS systems, the repair and refurbishment (R&R), ILS, and exportable variant conversions ("pseudo" FMS) on the Government owned sensors/cameras must be identical items/interchangeable to the original items. A full and open competition need not be provided for and services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in either substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
