The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Belvoir is seeking sources on behalf of the Product Manager-Small Expeditionary Power Sources (PdM-SEPS) that have the capability to manufacture 3kW 120/240 VAC 60Hz and 3kW 120/240 VAC 400Hz diesel-engine-driven generator sets using Government furnished drawings. The maximum estimated total quantity is 2,000 sets from calendar year 2020 through 2027, with an estimated average delivery rate of 100 sets per month. PdM-SEPS is interested in obtaining White Papers, not exceeding 5 pages in length describing the Contractors experience in design, development, fabrication, testing of diesel-engine-driven power generation equipment in the 3kW size range, organizational capabilities and a Rough Order of Magnitude (ROM) unit cost (for both units) for potential future Government procurements. When the Government officially solicits a Request for Proposals (RFP), the Technical Data Package (TDP) will be updated with minor changes and will include an interface for a Remote Start Kit (RSK). This effort will be to add only the RSK interface and not the actual RSK. For informational purposes, the RSK (approximately 3 analog I/Os and 13 digital I/Os) will interface with the generator sensors and indicators via a wiring harness using small gauge wire, many on the generator control panel. The RSK enclosure will be housed inside the generator, with mounting provisions still to be determined. This notice is not a Request for Proposal and the Government does not intend to pay for the information submitted. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received; however, the information will be used in the assessment of the capable sources. It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
