This pre-solicitation synopsis is notice in accordance with FAR 13.105, Synopsis and Posting Requirements, is to notify the public that a solicitation will be forthcoming for HUSK (Heavy Equipment Transport Urban Survivability Kit) Wiring Harnesses. This solicitation will result in a base contract with one (1) Option Year, Firm Fixed Price contract at the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). This requirement will be 100 percent small business set aside, NAICS code 238210, PSC code 5995. All details will be in the solicitation itself. Estimated issue date for the solicitation is on or around 3 June 2021. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hard copies will not be provided, although may be downloaded on or after the issue date by accessing beta.SAM.gov. PLEASE NOTE: Drawings are applied Distribution Statement C, distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2401 ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. Drawings will be posted as an attachment on beta.SAM.gov, however, based on their Distribution D status, explicit access is required which means that contractor must request access in beta.SAM.gov and will not be accepted unless they have an approved JCP account. Just as the case with FBO.gov, Contractors must already have JCP approval to gain access to drawings. Next, Contractors should login to beta.SAM.gov and access Contract Opportunities to request access to the drawings, please include your CAGE CODE in the "Reason for Request" block. It is required that the person requesting access is the person that submitted the DD2345 to JCP for approval initially as they are considered the Data Custodian. If this person is not the one requesting, your request will be denied. Please keep in mind that the Contract Specialist is not the person who provides access/approval to JCP or in Contract Opportunities within the beta.SAM.gov system and cannot assist you with the steps you need to follow in JCP or beta.SAM.gov. The Army Contracting Command – Rock Island, on the behalf of Joint Manufacturing Technology Center (JMTC) located in Rock Island, IL., is issuing this sources sought synopsis as a means of conducting market research to identify parties working in conjunction with RIA-JMTC personnel. Vendor will commit to providing electrical kits ranging from a 60 connector 14 foot 210 wire main harness to a 2 connector 5 foot grounding strap for the HUSK (Heavy Equipment Transport Urban Survivability Kit). A single kit consists of 33 unique harnesses. Harnesses must comply with IPC/WHMA-620B workmanship, be assembled in accordance with MIL-HDBK-454 Guideline 9, and marked in accordance with IPC/WHMA-A-620B UV laser identification IAW AS50881 section 3.9.3 and ARP5607. For planning purposes only, the Government anticipates a five-year Firm Fixed Price (FFP) Indefinite Quantity Indefinite Delivery (IDIQ) contract. The minimum contract quantity is thirteen kits with a maximum quantity of one hundred and fifty kits. The minimum ordering quantity will be 13 kits and the maximum quantity will be 36 kits. Respondents should demonstrate that they possess the experience and technical capability to support this requirement. Respondents shall provide a summary of their company’s capability, CAGE Code and whether their company is large or small business.
