This pre-solicitation synopsis is notice in accordance with FAR 13.105, Synopsis and Posting Requirements, is to notify the public that solicitation W9098S20Q0005 for HUSK – Windows (Windshield Assembly, HUSK, Front, Window Assembly, Drivers Door, and Window Assembly, Passenger Door), is anticipated to be forthcoming. This solicitation will result in a Firm Fixed Price contract at the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). This requirement will be full and open, NAICS code 336390, PSC code 2590. All details will be in the solicitation itself. Estimated issue date for the solicitation is on or around 28 March 2020. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hard copies will not be provided, although may be downloaded on or after the issue date by accessing beta.SAM.gov PLEASE NOTE: Drawings are applied Distribution Statement D, distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2401 ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. Drawings will be posted as an attachment on beta.SAM.gov, however, based on their Distribution D status, explicit access is required which means that contractor must request access in beta.SAM.gov and will not be accepted unless they have an approved JCP account. Just as the case with FBO.gov, Contractors must already have JCP approval to gain access to drawings. Next, Contractors should login to beta.SAM.gov and access Contract Opportunities to request access to the drawings, please include your CAGE CODE in the "Reason for Request" block. It is required that the person requesting access is the person that submitted the DD2345 to JCP for approval initially as they are considered the Data Custodian. If this person is not the one requesting, your request will be denied. Please keep in mind that the Contract Specialist is not the person who provides access/approval to JCP or in Contract Opportunities within the beta.SAM.gov system and cannot assist you with the steps you need to follow in JCP or beta.SAM.gov. Questions about Contract Opportunities within beta.SAM.gov system should be addressed with the GSA helpdesk on the bottom right hand side of the beta.SAM.gov page where it states "Contact Federal Service Desk" or try (866)606-8220. Questions regarding JCP approval should be addressed with JCP and their help desk at JCP-Admin@DLA.MIL or (877)352-2255. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain an interested party list, therefore, it is recommended that any interested parties periodically access the above internet address in order to obtain amendments which may be issued. Failure to obtain any said amendments and respond to them prior to the date and time set may render your quote nonresponsive and result in the rejection of the same. All responsible sources may submit a quote which will be considered by the Government. **Please note, this is a notice that a solicitation is anticipated to be forth coming and will be posted on or around 28 March 2020 that will have all the necessary specifications.
