SOLICITATION NUMBER: W9098S-20-Q-003072 The Department of the Army, Army Contracting Command, Rock Island is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide information about manufacturing a Grounding Pin in accordance with Attachment 0001 – drawing 200811265. Current estimated quantity of approximately 3,100 each. Requirements are used on the Triple Ejector Rack 9A (TER-9A). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. No feedback or evaluations will be provided to companies regarding submissions. REQUIRED CAPABILITIES: The Government requires contractors to submit a brief capabilities statement package for the Grounding Pin. The intent of this Sources Sought is to assess the state-of-the art technology available to produce the Grounding Pin and the products that could be applied to meet this requirement. The Government envisions a solution for the Grounding Pin that meets the following operational and program requirements of drawing number 200811265. ELIGIBILITY: The current applicable NAICS code for this requirement is 332722 with a Small Business Size Standard of 500 employees. Alternate possible NAICS are 332312 and 339990. Contractors that recognize and can produce the required item described above are encouraged to identify themselves. Contractors must have a DD2345 on file with Joint Certification Program (JCP) in order to view the controlled attachment. The company's data custodian must request access in order to be approved to view. If produced outside of the United States then so notate with the respective country where manufactured. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Kaci Christensen, in either Microsoft Word or Portable Document Format (PDF), via email kaci.m.christensen.civ@mail.mil no later than 5:00 PM CST on 10 FEBRUARY 2020 and reference this synopsis number in the subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. No telephone requests will be accepted. This is a market survey for planning purposes only and should not be construed as Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a purchase order on the basis of this request for information or otherwise pay for the information solicited. Rock Island Arsenal will only utilize the information you provide in developing its acquisition approach for future requirements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside of the Government. If your organization has the potential capacity to provide the required product, please provide the following information: 1. Organization name, address, primary points of contact (POCs) and email addresses, Web site address, telephone number, and type of ownership for the organization; and identify if a small business concern. 2. Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. If the Grounding Pin would be considered commercial (commercially available off the shelf or modified commercial or non-developmental item) or non-commercial item (see definition in FAR 2.101 “Commercial Item”). 4. Identify the minimum and maximum production quantities for the Grounding Pin on a monthly basis. 5. Discuss the feasibility of/or alternatives to the Government’s preferred lead-time of 60 days after award for production deliveries to commence.
