Sources Sought Notice Portable 70-Ton Loading Ramp North Dakota National Guard Surface Maintenance Office Bismarck and Camp Grafton Training Center (CGTC) North Dakota National Guard, United States Property and Fiscal Office (USPFO) in Bismarck issues this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to fabricate and deliver quantity two, new 70-Ton Loading Ramps at the following locations in North Dakota, as follows: Bismarck Devils Lake, Camp Grafton Training Center The intention is to procure these services on a competitive basis. We encourage all Small Businesses, in all socioeconomic categories (including, SBA 8(a) Business Development Program, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. Based on the Responsibilities / Capabilities Statements received from this sources sought notice / market research, this requirement may be SET-ASIDE for SMALL BUSINESSES or procured through Unrestricted / Full and Open Competition. All Small-Business Set-Aside categories will be considered. Fabrication of the two Portable 70-Ton Loading Ramps shall be at the contractor’s location, with final delivery of the two loading ramps at quantity of one each at the geographical sites reflected directly above. PROGRAM BACKGROUND The North Dakota Army National Guard, Surface Maintenance Office require fabrication and delivery of two Portable 70-Ton Loading Ramp as set forth within Specifications. REQUIRED CAPABILITIES (Synopsis of the Government’s Requirement) Two each material handling loading ramps. Each portable loading ramp shall have 150,000 lb. capacity, 24’ overall length, 11’ foot overall height, with traction cleats and painted anti-skid yellow. Purpose of the portable 70-ton material handling loading ramp is for the loading and unloading of equipment from semi-trailers. The loading ramp must be able to be moved easily with a forklift. The commercial item portable 70-ton material handling loading ramp shall meet the minimum functional and salient characteristics as depicted within the attached Military Surface Equipment and Distribution Command, Transportation Engineering Agency, 3-page Drawing/Specification entitled: “Portable 70-Ton Rail Ramp” (Doc. No. TEA1000). ELIGIBILITY The applicable NAICS code for this requirement is 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing) with a Small Business Size Standard of 750 employees. The Product Service Code (PSC) is 3990. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Interested parties are requested to submit a capabilities statement of no more than 10 pages length in Times New Roman font of not less than 10 pitch.
