This is a combined synopsis/solicitation for Portable Latrine Rental and Service, in support of North Dakota Army National Guard Annual Training in Wyoming, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W901UZ-19-R-2207, is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-01. This requirement is a total small business set-aside. The NAICS code 562991, Septic Tank and Related Services or similar NAICS code. Delivery Location(s) will be at Training Areas (TAA) near Casper Wyoming. 36 Pots for 5 days 20-25 July at TAA Thunder, 7 Pots for 2 days 24-26 July at Glendo Reservoir, 23 Pots for 8 Days 25 Jul - 1 Aug at TAA Lightning, 6 Pots for 5 Days 27 - 31 July at TAA Warhammer, 7 Pots for 9 Days 24 Jul - 1 Aug at TAA Snowflake. Service of Pots will be every other day. The provisions at 52.212-1, Instructions to Offerors, 52.212-2, Evaluation-Commercial Items, 52.212-3, Offerors Reps and Certs apply; along with, clauses 52.212-4 Contract Terms and Conditions and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders. The Government will award to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government (price and other factors considered). The following factors shall be used to evaluate offers: price and delivery. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
