In addition, the announcement also seeks to notify industry that the official Request for Proposal (RFP) is expected to be released on or around mid to late October 2024. ****Previous Announcement - 07 August 2024**** Pre-Solicitation Notice and Site Visit for SOF TEAMS IV Solicitation This upcoming solicitation for Special Operations Forces Training, Engineering and Maintenance Support (SOF TEAMS) IV seeks to provide hardware and software maintenance, logistics, administration, and minor engineering enhancements to the Training Aids, Devices, Simulators, and Simulations (TADSS) effort that supports the 160th Special Operations Aviation Regiment (Airborne) (SOAR(A)), located at Fort Campbell, KY. The Special Operations Aviation (SOA) TADSS supports the unique mission of the 160th SOAR(A) to equip, train, validate and employ SOA forces worldwide in support of contingency missions, the Joint Task Force Commander, and Theater Special Operations Commands. The TADSS support both real-world mission rehearsal, incident investigation and rated / non-rated aircrew training requirements. This upcoming solicitation will be solicited Full and Open under NAICS Code 541330 Exception 01 (Military and Aerospace Equipment and Military Weapons), with a Small Business Size Standard of $47.0M. The applicable Product Service Code (PSC) is J069 (Maintenance, Repair, and Rebuilding of Equipment- Training Aids and Devices) and the resuling c-type contract will be for five years and will include a 12-month base with four (4) 12-month options. The purpose of this announcement is dual fold. First, it seeks to provide an advanced copy of the solicitation and related documents to industry for review / comment. This solicitation is in draft form and is likely to change and/or be updated prior to the Official Solicitation Release, which is currently scheduled for mid-September 2024. Please utilize the included “Draft Solicitation Questions Form” for submitting questions related to the Draft Solicitation. Second, it seeks to notify industry that the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) in conjunction with the Army Contracting Command - Orlando will be conducting a Pre-solicitation Site Visit at the 160th Special Operations Aviation Regiment (Airborne) (SOAR(A)) facilities located at Fort Campbell, KY on 28 August 2024. Potential offerors interested in attending this joint event are requested to respond to the POC's identified within this announcement via email ASAP, but no later than 1600 hours (EDT) on Monday, 19 August 2024. Due to the security restrictions associated with the location of this event, only a limited number of persons can attend. As such, the Government requests that only those potential offerors with a realistic intent to propose as the Prime to respond. The Government will notify ONLY those vendors that respondto this announcement with further information regarding the schedule of events for the site visit as well as access procedures. The current attendance limit is two (2) persons from each potential offeror. If there is a change in the number of allowable attendees, the Government reserves the right to enact further restrictions in order to accommodate the event limitations. Please note that attendees must be US Citizens or Permanent Resident Aliens. Interested vendors shall provide the name and vendor by the date/time listed above. All questions will be submitted in writing at the conclusion of the site tour and will not be fielded in person. Responses to all written questions will be provided to all potential offerors via sam.gov.
