If your organization did not receive an email receipt from either Donna Wessel or Michael Son, your proposal was not received. Accordingly, please provide proof of a screenshot showing that the email was sent prior to the deadline of November 16, 2022, at 3:00 pm and a delivery email confirmation. The proof must be provided to donna.j.wessel.civ@army.mil NLT Friday, December 2, 2022, at 4:00 pm. Once receipt is verified, a request will be provided from DoD Safe for the full submission of the proposal.

Thank you f... This is a Pre-Solicitation notice for the TSS-E Recompete. All documents are drafts and will be finalized and re-published as the Solicitation. However, questions are welcome and expected. Thank you for your interest in this opportunity. The TSS-E is a system of systems that provides networked, integrated, and interoperable training support capabilities through five (5) core tasking areas for active duty, reserve and national guard soldiers, units, commands and installations located throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required TSS-E Mission Support Services except for those items specified as Government-Furnished Property (GFP) and any additional services as defined in this PWS. The contractor shall perform to the standards as required in accordance with the PWS and resulting task orders. This TSS-E Mission Support Contract will provide program support for TSS-E implementation and operations to HQDA, the U.S. Army installations, the U.S. Army Commands (ACOMs), the U.S. Army National Training Center (NTC), the U.S. Army Training Support Center (ATSC), the U.S. Army Environmental Command (AEC), the U.S. Army National Simulation Center (NSC), the U.S. Army Training and Doctrine Command (TRADOC) and U.S. Combined Arms Center (CAC), U.S. Army Reserve Command (USARC), and the U.S. Army National Guard (ARNG), Direct Reporting Units (DRU’s). The TSS contract will incorporate services and support in the following five (5) tasking areas (to include all sub tasking areas): Sustainable Range Program (SRP) to include a) Range Operations, b) Range Development and Modernization, c) Integrated Training Area Management (ITAM), d) Geographic Information Systems (GIS); Combat Training Center (CTC) Support to include a) Leader Training Program (LTP), b) Operational Environment (OE) Support, c) Miscellaneous CTC Support; Mission Complex and Live, Virtual, Constructive - Integrated Architecture (LVC-IA) Support to include a) Technical Support, b) Training Support, c) Exercise Support, d) Program Management and e) LVC-IA Support; Soldier Training Support to include a) Training Support Center (TSC) Operations, b) TSC Modernization and c) Program Management Training Development Support to include a) Combat Development Training Capability, b) Mission Training Capability, c) Virtual Capability, d) Gaming Capability and e) Constructive Simulation Capability
