This Draft High Brightness (HB) Color Organic Light-Emitting Diode (OLED) Microdisplay and Manufacturing Process Technologies Prototype Project Request for Solutions (RFS) is not an active solicitation for prototypes. Please note, this Draft RFS is not associated with the Cornerstone Consortium and is being issued through a collaborative effort between Industrial Base Analysis and Sustainment (IBAS) program, Program Executive Office (PEO) for Simulation, Training, & Instrumentation (STRI) and Army Contracting Command (ACC) – Orlando. ACC – Orlando does not anticipate issuing amendments to the Draft RFS as would occur with a Final RFS. No awards will be made from this Draft RFS and is being released as an advance notice of a potential OTA effort under the IBAS program. The Government is requesting input from industry and will be accepting questions related to the Draft RFS. The Government intends to provide any responses as soon as possible. We want to emphasize that this Draft RFS is subject to change when the Final RFS is released. The Final RFS will be issued through SAM.gov ***Draft RFS Solutions are not being requested and will not be accepted.*** Question respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in the submission of questions to this Draft RFS; all costs associated with question submissions to this Draft RFS will be solely at the respondent’s expense. Not providing questions to this Draft RFS does not preclude participation in any future RFS under the IBAS program. Questions to this draft RFS must be submitted to mark.a.muniz6.civ@army.mil, using Attachment 2 Vendor Questions Form. A closing date for questions will be identified in the Final RFS. Please note, the intent of releasing this Draft RFS is to provide advance notice of a potential OTA effort under the IBAS program and to accept input from our industry partners for potential improvements to the Final RFS. The Final RFS is intended to be issued in accordance with 10 U.S. Code § 2371b.
