Commercial Maritime Test-Platform and Event-Support Services
The Army seeks commercially available maritime test-platform and event-support services for Government-directed RDT&E, training, and rehearsal events involving autonomous and uncrewed maritime systems, with one commercial-services IDIQ anticipated. The IDIQ is expected to have a January 1–December 30, 2027 ordering period, a $500,000 guaranteed minimum, a $49,999,999 ceiling, and an initial task order anticipated from January 1–March 31, 2027. Performance will occur at Government-designated pier-side locations, U.S. and international waters, approved maritime ranges, and contractor facilities as required. The desired platform is generally a 78–100 meter vessel with dynamic positioning or equivalent station-keeping, configurable deck and mission space, onboard power, communications, launch-and-recovery capability, and berthing for at least 16 personnel, though alternate commercial configurations will be considered. Solution briefs are limited to 10 pages, detailed pricing is not required at this stage, and evaluation will focus on commercial availability and suitability, technical and operational capability, mobilization and schedule feasibility, relevant experience, and risk/commercial terms.
