Description: On behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) and the Army Contracting Command (ACC) Orlando is issuing this synopsis in accordance with the requirement at FAR Subpart 5.2 Synopses of Proposed Contract Actions. The Government intends to award a contract for the Live, Virtual, Constructive-Integrating Architecture (LVC-IA) program. The Government intends to issue a Cost Plus Fixed Fee (CPFF), Cost Reimbursable (CR), and Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) service contract. The contract award will be to a single offeror using a Best Value/ Trade-off system. The period of performance (PoP) will be 10 years. The U.S. Government's determination is the LVC-IA contract shall be competed under a Single Award IDIQ, Small Business Set Aside, Full and Open Competition. The North American Industry Classification System code is 541512. The solicitation for this procurement is W900KK-21-R-0031. Anticipate the solicitation being posted to the www.sam.gov website by the end of September 2021. The closing response date will be 30 days after posting of the solicitation. Background: The Program Executive Office Simulation, Training and Instrumentation (PEO STRI), Project Manager, Synthetic Environment (PM SE), Product Manager, Common Synthetic Environment (PdM CSE) has a mission to provide operationally relevant live instrumentation, virtual simulators and constructive simulations in integrated training environments for the Warfighter and the Nation. One supporting training initiative is the LVC-IA program. LVC-IA provides the ability to train and sustain battle command tasks in support of the Army’s Battle Command Training Strategy. Program Requirement: LVC-IA is for the continuation of incremental development, integration, procurement, and fielding of an interoperable Live, Virtual, Constructive training capability to support Home station, collective, and battle staff training and mission rehearsal for Brigade Combat Teams (BCT) at multiple Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.
