The Government requires production/flight ready targets for use in 12 months that meet the unique specifications. The Government is requesting information regarding the availability to procure MQM-170/171/186 or similar that meet the attached specifications. The assets need to be flight ready for testing events in 12 months and the assets must have approval for use on DOD ranges. All assets must abide to all current Buy America Act, Federal Register Section 889(a)(1)(B) Prohibition on Contracting with Entities Using Certain Telecommunications and Video Surveillance Services or Equipment Clauses, and all other Federal restrictions. The Government is not seeking to develop a new set of targets, change the specification, or omit the 12 month flight ready requirement. The Government seeks production/flight ready assets that meet all of the contained specifications only. INTRODUCTION: The U.S. Army Contracting Command - Orlando is issuing this sources sought synopsis as a means of conducting market research to identify if more than one source of supply is able to provide the requested capability as required by FAR 6.302-1. The Program Executive Office for Simulation Training and Instrumentation (PEO STRI) has a requirement for 6,775 MQM 170 Outlaw Remotely Piloted Vehicle Targets (RPVT), 120 MQM-171 Broadsword Unmanned Aerial System - Targets (UAS-T), 365 MQM-186 Redwing aerial targets, and other non-severable support services required over the next 5 years to support the U.S. Army's Air Defense Artillery Targets Project (ADA-T). The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. PROGRAM BACKGROUND: The ADA-T products and support services are currently being performed on W900KK20D0006 by Griffon Aerospace, Madison, AL. The Indefinite Delivery Indefinite Quantity (IDIQ) has a ceiling value of $49M and the ordering period expires on 23 Feb 2022. This IDIQ was awarded as a result of an approved justification and approval for a sole source action. REQUIRED CAPABILITIES: The Government requires 6,775 MQM 170 Outlaw Remotely Piloted Vehicle Targets (RPVT), 120 MQM-171 Broadsword Unmanned Aerial System - Targets (UAS-T), 365 MQM-186 Redwing aerial targets, associated components, manual and advanced field service labor hours to operate and maintain the systems on Department of Defense and Allied training and test ranges worldwide, Engineering Services to support modification or correction of anomalies identified in use of the targets systems, and other non-severable support services required over the next 5 years to support the U.S. Army's Air Defense Artillery Targets Project (ADA-T).The intent of this Sources Sought is to seek industries input regarding the potential sole source procurement for ADA-T. SPECIAL REQUIREMENTS: None ELIGIBILITY: The applicable NAICS code for this requirement is 336411 with a Small Business Size Standard of 1,500 employees. The Product Service Code (PSC) is 1550 UNMANNED AIRCRAFT.
