Subject: Development of a Novel Night Vision Device with wireless field of view physiologic and diagnostic monitoring, fluorescence detection, and digital magnification capabilities for the Madigan Army Medical Center (MAMC). THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: The Department of Clinical Investigation (DCI) at Madigan Army Medical Center (MAMC) is part of the U.S. Army Medical Command (MEDCOM) and focuses on the tool, training and expertise to develop clinicians and scholars to support the Military Medical Research, Graduate medical Education and Research Regulatory Oversight at MAMC. Ensuring high-quality services is an imperative of the US Army Medical Command (MEDCOM) as it strives to become a high-reliability organization (HRO). 3.0 BACKGROUND: The mission of the Department of Clinical Investigation (DCI) at Madigan Army Medical Center (MAMC) focuses on providing tools, training and expertise required to develop clinician and scholars who engage in intellectually rigorous, safe, and ethical conduct of research which advances the science of medicine. Successful development of the novel night vision device (NVD) with wireless field of view physiologic and diagnostic monitoring, fluorescence detection, and digital magnification capabilities will help to create a vulnerable environment for medical providers caring for injured warfighters as external light is frequently needed by medical personnel to assess and care for the injured. 4.0 RESPONSE INSTRUCTIONS: Respondents should address the following in their capabilities statement: The scope of this effort requires the contractor to develop a novel night vision prototype device with wireless field of view physiologic and diagnostic monitoring, fluorescence detection, and digital magnification capabilities. Prototype will need to: (a) Develop the imaging module for the prototype device, incorporating night vision technology into customizable low profile augmented reality enable eye-protection with medical capabilities, (b) Develop the illumination module for the prototype device, enabling night vision illumination and near infrared fluorescence excitation, (c) Develop the display and control modules, (d) Integrate the individual modules to produce a prototype device, (e) Develop digital focus and visual field magnification to allow for improved visualization of small structures, f) Develop wireless vital sign monitoring within device field of view that can be transmitted between team members, (g) Develop wireless ability to visualize ultrasound diagnostics in field of view to eliminate white light disturbance, (h) Develop the ability to toggle between night vision and normal view to optimize the ability to transmit and share patient data between team members. 5.0 CONTACT INFORMATION: All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to Brenda Mena at brenda.i.mena.civ@mail.mil no later than 10:00 a.m. E.S.T. on Friday, 10 July 2020.
