Subject: High-fidelity, Immersive environment-replicating Virtual Reality (VR) Training Platform for the Department of Clinical Investigation (DCI) at Madigan Army Medical Center (MAMC) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: The Department of Clinical Investigation (DCI) at Madigan Army Medical Center (MAMC) is part of the U.S. Army Medical Command (MEDCOM) and focuses on the tool, training and expertise to develop clinicians and scholars to support the Military Medical Research, Graduate medical Education and Research Regulatory Oversight at MAMC. Ensuring high-quality services is an imperative of the US Army Medical Command (MEDCOM) as it strives to become a high-reliability organization (HRO). 3.0 BACKGROUND: The mission of the Department of Clinical Investigation (DCI) at Madigan Army Medical Center (MAMC) focuses on providing tools, training and expertise required to develop clinician and scholars who engage in intellectually rigorous, safe, and ethical conduct of research which advances the science of medicine. This contract service requirement for developing a virtual reality autonomous team simulation training will train individuals in identical environments, leveraging autonomous interactive trauma scenarios to allow more rapid assimilation to deployed treatment environments, decrease the time to life-saving interventions, decrease the risk of psychological trauma, and help maintain medical provider skills/readiness. 4.0 RESPONSE INSTRUCTIONS: Respondents should address the following in their capabilities statement: The scope of this effort requires the contractor to support the development of a high-fidelity, immersive environment-replicating Virtual Reality (VR) training platform to assess the impact on individual clinician and team trauma management performance in a simulated deployed treatment environment. VR replicas of ROLE I, and ROLE II environments will be created and replicated to include medical evacuation platforms, and fully integrate complex autonomous trauma management simulation cases, modular equipment availability/placement, modular grading system based on Role, Data Distribution System integration with additional sepsis and burn case simulations into these virtual environments.
