This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is a Historically Underutilized Business Zone (HUBZone) Program set-aside. The following action is to be completed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the USAMMDA. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2020-02 which is effective 23-Dec-2019. Beginning in Fiscal Year 2019, designation of FACs was changed to reflect the fiscal year in the first four digits and the sequence of the issued circular in the last two digits. The FAR includes all FACs through 2020-02.
