The U.S Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Institute of Surgical Research (USAISR) is issuing this Request for Information (RFI) for market research purposes to identify potential sources of commercially available Veterinary Information Management Software (VIMS) capable of providing the USAISR with the ability to accurately account for all aspects of laboratory animal use and research in order to remain in compliance with federal and DoD requirements regarding animal health and welfare; Animal Welfare Act (7 USC 2143 and 9 CFR Paragraph 2.36) and DODI 3216.01. Key requirements of the VIMS include the following capabilities: single source sign on (CAC), properly track animal movement (transfers/orders), protocol usage, scheduling, track all animal patient treatments/results/outcomes and collect data to improve accountability of personnel time and Class VIII medical supply costs, create transfer requests, animal billing (per diem, procedural & supplies), track changes to selected pre-approved animal procedure(s), build/manage procedure calendar, build electronic medical/health record (EMR), create and manage outbreak(s), generate study reports and annual reports (i.e. USDA report). Essential Characteristics outlining the minimum requirements for the VIMS are provided in Attachment 1. System for Award Management (SAM) registration is mandatory (www.sam.gov). It is anticipated that the type of contract will be Firm Fixed Price. This RFI is issued for informational and planning purposes only. Contact with Government personnel, other than those specified in this RFI, by potential vendors or their employees regarding this requirement is not permitted. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within USAMRAA to facilitate decision making and will not be disclosed outside of USAMRAA. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. If the information provided contains proprietary information, such information must be identified with appropriate disclaimers. Responses to this RFI should include the following information: (1) Capability Statement and completion of Attachment 1; (2) Company Name, Address, Cage Code, SAM Unique ID, point of contact and their telephone number and e-mail address; and (3) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.). You are encouraged to inform the Government of any barriers that would prohibit you from competing. Please do not respond with generic material only such as brochures, advertisements or other generic materials. Responses must be provided no later than 8 July 2022 at 10:00am Eastern Time. No extensions will be granted.
