The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA), located at Fort Detrick, MD, in support of the Telemedicine and Advanced Technology Research Center (TATRC), located at Fort Detrick, MD, for Brand Name Prosim8 Vital Signs Simulators with Army Kit and Ansur Test Software Licenses. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quotation (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07 effective 02 July 2020. DESCRIPTION: This action is to be competed to fulfill the need of TATRC. TATRC has a requirement for two (2) Fluke Biomedical ProSim8 Vital Signs Simulators with Army Kit as well as two (2) Fluke Biomedical Ansur Test Software Licenses. This equipment is being purchased for the Operational T-Medicine Laboratory (OP-TMed Lab) that will provide an evaluation and integration location for medical equipment and systems used to improve health care provided to deployed medical units. See the attached document for the required delivery date and delivery address. This brand name only acquisition is being competed using full and open competition. The North American Industry Classification System (NAICS) code is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a Size Standard of 750 employees. This brand name only requirement is solicited on an unrestricted basis and is NOT set aside for small businesses. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the beta.sam.gov website. All contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM. Contract award shall be made on a competitive basis using Lowest Price Technically Acceptable (LPTA) procedures. The attached document referenced above ("Combined Synopsis Solicitation") includes all clauses and provisions incorporated into this Request for Quotation as well as the Instructions for the Preparation and Submission of Proposals, Instructions to Offerors and Evaluation Factors.
