This Request for Information (RFI)/Sources Sought Notice (SSN) is for market research, information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the United States Army Medical Research Acquisition Activity (USAMRAA) or the Defense Health Agency (DHA) Office of the Under Secretary of Defense (OUSD), Personnel and Readiness (P&R), Personnel Risk and Resiliency (PRR). This RFI/SSN is being issued by USAMRAA on behalf of the DHA OUSD, and is seeking sources that have the knowledge, capabilities, experience and staff currently supporting the Department of Defense (DoD) Counter-Marketing Programs for Responsible Alcohol Consumption and Tobacco Cessation support services. The support services include, but are not limited to, development and deployment of a research based technical approach for an integrated marketing and education campaign that reduces the incidence and acceptability of (1) binge drinking and consequent out-of-control behavior and (2) all forms of tobacco use and health risks attributed. The estimated period of performance of the requirement is 6 months. If capable sources are not identified through this notice, then USAMRAA intends award a firm fixed price, bridge contract extension on a sole source basis under the authority of FAR 6.302-1 to Booz Allen Hamilton, Inc., 8283 Greensboro Dr., McLean, VA 22102. The short-fused, short-timeframe requirement is intended to bridge services in anticipation of award of a new contract. The award of a sole source, bridge contract will help establish a stop-gap measure to provide the services required to meet the existing mission of the DHA OUSD. This RFI/SSN is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. The Government will consider all capability statements received by the due date of this notice. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 10:00 AM Eastern Time, 19 August 2022.
