This Request for Information (RFI)/Sources Sought Notice (SSN) is for market research, information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the United States Army Medical Research Acquisition Activity (USAMRAA) or the Defense Health Agency (DHA) TRICARE Overseas Program Office. This RFI/SSN is being issued by USAMRAA on behalf of the DHA TRICARE Overseas Program Office, and is seeking sources that have the knowledge, capabilities and experience to provide program support services for the Women, Infants, and Children (WIC) Overseas Program in support of the DHA TRICARE Overseas Program. The estimated period of performance of the requirement, including option periods, is six months (16 September 2021 – 15 March 2022). If capable sources are not identified through this notice, then USAMRAA intends to execute a bridge modification extension (W81XWH-16-C-0044) on a sole source under the authority of FAR 6.302-1 to Choctaw Staffing Solutions, Incorporated (CSS), 20 Sandstone Road, Durant, Oklahoma 74701-1783. The short-term requirement is intended to bridge services in anticipation of the resolution of a United States Government Accountability Office (GAO) Post-Award-Protest. In addition, the bridge modification extension will allow for the 60 days Outgoing Transition timeframe in accordance with the current contract terms and conditions. This RFI/SSN is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. The Government will consider all capability statements received by the due date of this notice. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 10:00 AM Local Time, 20 August 2021.
