The East Services Branch, Health Readiness Contracting Office (HRCO), Joint Base San Antonio, Fort Sam Houston, TX is issuing this Solicitation to inform industry contractors of the Government’s intent to execute a Sole Source Award to Mirion Technologies (Canberra) Inc., 800 Research PKWY Meriden, CT 06450-7127, utilizing the authority of Title 41 U.S.C. §1901(e)(2) as implemented in FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The contractor shall supply the Series 6LB gas flow detector with Apex-Alpha/Beta software. Requirement is for the Department of Defense (DOD) Food Analysis and Diagnostic Laboratory, Fort Sam Houston, Texas 78234. See attached solicitation. In accordance with FAR 13.105(c), action is NOT a brand name restriction and is under $250K, no justification posting required.

The East Services Branch, Health Readiness Contracting Office (HRCO), Joint Base San Antonio, Fort Sam Houston, TX is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for this Radioimmunoassay Analyzer. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334519 Other Measuring and Controlling Device Manufacturing. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Website address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
