This is a pre-solicitation notice for Medical Equipment Repair and Maintenance (99th Medical Equipment Concentration Site [MECS]) Services on behalf of the Department of the Army, Health Readiness Contracting Office (HRCO). This requirement supports the maintenance of medical equipment for the 99th Readiness Division (RD) Medical Equipment Consolidation Site (MECS), JBMDL, NJ. The BMET services to be provided include support for Table of Organization & Equipment/Table of Distribution and Allowances (TO&E/TDA) assigned medical equipment from various US Army Reserve Medical units from the US Eastern Region. Tasks will include: receiving and accounting for the equipment; inventory and technical inspection of equipment; scheduled maintenance and servicing of equipment; effecting repairs on unserviceable equipment; prepare unserviceable equipment for evacuation; conducting procurement actions for repair parts/consumables; and tools/equipment operations. The goal of the acquisition is to award a single stand-alone contract that provides total onsite support for the maintenance of medical equipment at the 99th RSC MECS, JBMDL, NJ. This contract will provide an avenue for the 99th RSC to accomplish the task of maintaining all equipment identified to be stored at the MECS location. Also, the contract will provide for replacement parts and limited tool purchases that is ancillary to the maintenance and storage of the medical equipment. The services contemplated have been determined to be commercial in nature. The NAICS code for this acquisition is 561210 – Facilities Support Services, which includes repair and maintain equipment, such as medical diagnostic imaging equipment, measuring and surveying instruments, laboratory instruments, and radar and sonar equipment. The Small Business size standard is $47.0 million. The contract type will be a GSA Delivery Order with Firm Fixed Price and Cost Reimbursable CLINs contract as a result of the solicitation. The projected period of performance will include a two-week phase-in period, one 6-month base period, two 12-month and one 7.5-month option periods for a total of 38-months. This will be a 100% Set Aside for Small Businesses. Solicitation W81K04-24-Q-0003 will be issued as a Request for Quote (RFQ) and will be electronically posted in the GSA e-Buy System, on or about 24 June 2024. No hard copies will be provided. The solicitation must be downloaded from the GSA e-Buy System. Once the solicitation is posted, it is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. Contracts will be awarded using the lowest price, technically acceptable (LPTA) technique. All responsible sources may submit a quote that shall be considered by the Agency.
