This is a pre-solicitation notice for the United States Army Medical Command (MEDCOM) Headquarter (HQ) Capability Programmatic and Financial Support Services. The Health Readiness Contracting Office, Joint Base San Antonio Fort Sam Houston, Texas has a non-personal service requirement to provide MEDCOM HQ capability programmatic and financial support services which is comprised of Financial Management and Administrative Assistance and Program Management Assistance. The Financial and Management services consists of administration, audit capabilities, data analytics, financial management support, medical research support, and information technology (IT) support. Program Management Assistance services consists of process improvement, project management, communications, strategic planning support and education priority management (internal) and functional analysis. Services will be performed at MEDCOM Headquarters, Office of the Surgeon General (OTSG) Defense Health Headquarters and remotely. The NAICS Code is 541611 Administrative Management and General Management Consulting Services with a small business size standard of $16,500,000.00. The contract will be an Indefinite Delivery/Indefinite Quantity contract. The period of performance will have consist of a five-year ordering period from 28 September 2022 through 27 September 2027. This will be awarded using competitive procedures and has been 100% set-aside for 8(a) concerns. Solicitation W81K04-22-R-0011 will be issued as a Request for Proposal (RFP) and will be electronically posted on the System for Award Management (https://sam.gov/), on or about 9 May 2022. No hard copies will be provided and will be distributed solely through Sam.Gov at https://sam.gov. Hard copies of the solicitation will not be available. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through the Sam.Gov website.
