This notice does not constitute a solicitation and is not to be considered as a commitment by the government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The intent of this notice is to determine the availability of qualified commercial sources capable of providing Neurocognitive Assessment Testing (NCAT) and Help Desk support services for the U.S. Army Medical Command’s neurocognitive assessment program for all Department of Defense (DOD) agencies (Army, Navy/Marine Corps, and Air Force) and the U.S. Coast Guard. The Assistant Secretary of Defense (ASD) for Health Affairs has mandated that all military and DOD civilian personnel have a pre-deployment neurocognitive assessment within 12 months prior to deployment (DODI 6490.13). This includes Navy personnel that are assigned to sea duty afloat. The current emphasis on neurocognitive assessment of military and DOD civilian personnel is a direct result of injury mechanisms related to contemporary enemy warfare tactics involving explosive devices. Exposure to a blast can result in mild to severe traumatic brain injury. With mild traumatic brain injury (mTBI), the individual often has no apparent external injuries and does not personally perceive any injury or reduction in performance; however, cognitive function changes associated with mTBI include slower reaction time, impaired decision-making, impaired judgment, and reduced information processing capability. Changes in neurocognitive capability in a variety of areas may result from Traumatic Brain Injury (TBI) or exposure to a variety of environmental risk factors. The testing provides quantitative and objective measures of individual Warrior neurocognitive capabilities. The NCAT activities may be used to assess cognitive health status prior to deployment and if necessary post deployment and document cognitive health status using appropriate Military Health System forms and automated information systems. Description of Services: The contractor shall provide all services necessary to support the DOD NCAT Program with NCAT testing of military and DOD civilian personnel. The services shall consist of functional, technical, and administrative services, to include any necessary equipment (not elsewhere provided), materials, supplies, facilities, logistical, and scheduling services necessary to support the DOD NCAT Program. The contractor will perform testing on all individuals who present themselves for testing (i.e. Pre-deployment, Post deployment, Clinical or for any purpose where testing is requested). Currently, neurocognitive testing is required within 12 months prior to a Service Member’s or DOD civilian’s personnel deployment. The NAICS Code for this procurement is 541611 and the annual size standard is $15M. The agency is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned above. Interested parties shall complete and submit the attached Market Research Questionnaire and Experience Reporting Form to the government.
