The Health Readiness Contracting Office at Joint Base San Antonio, Fort Sam Houston, Texas intends to award six-month, sole source, interim contract with a three-month option period for non-personal services with the incumbent contractor Humana Government Business Services, to provide Patient Appointing Services from an approved off-site location to the Puget Sound Enhanced Multi Service Market, which encompass the following Military Treatment Facilities: Madigan Army Medical Center and subordinate clinics; Naval Hospital Bremerton and subordinate branch clinics; Naval Hospital Oak Harbor; and 62d Medical Squadron, Joint Base Lewis McChord. The statutory authority permitting other than full and open competition is 41 United States Code 1901 as implemented in Federal Acquisition Regulation, 13.501(a)(1)(ii), Sole Source (including brand name) under the authority of Simplified Procedures for Certain Commercial Items. The current contractor, Humana Government Business Services, is the only logical and responsible contractor with the unique qualifications and infrastructure to perform these services for the interim period given that they already have the required clearances, certifications, resources and trained workforce; and they have completed all in-processing requirements for their employees. The North American Industrial Code System code is 561110, Office Administrative Services, with a size standard of $7.5M.
