DESCRIPTION: The U.S. Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO), on behalf of the Department of the Army, has developed this Request for Information (RFI) to solicit market research information from industry to determine the scope of industry capabilities and interest. The market research determination will be used to determine sources in the marketplace to perform the services. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the HRCO will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. This RFI does not restrict the Government's acquisition approach on a future Solicitation. The Government will not respond to questions submitted by industry in response to this RFI. The anticipated period of performance is 1 July 2020 through 31 December 2020 and will include FAR Clause 52.217-8, Option to Extend Services: potentially extending period of performance through 30 June 2021. The primary NAICS Code for this requirement is 561720, Janitorial Services, with a size standard of $19.5 million. DESCRIPTION OF SERVICES: This requirement is for the contractor to provide all personnel, training, labor, equipment, tools, supplies, management, administration, and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform healthcare housekeeping services at the Carl R. Darnall Army Medical Center (CRDAMC) and multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA) of Fort Hood, TX. The contractor shall provide healthcare housekeeping services that prioritize infection control while optimizing cleaning practices in support of CRDAMC’s mission of providing quality healthcare in safe, hygienic, and aesthetically-pleasing MTFs. The medical center complex consists of a seven-story hospital and three out-patient clinic buildings. The seven-story hospital includes seven operating room suites, 151 total beds, 9 labor-delivery-recovery beds and two transition nurseries. Clinics and services include: emergency room, laboratory, obstetrical/gynecology, ophthalmology /optometry, orthopedics, pharmacy, physical therapy, and radiology. The command suite and other administrative support functions such as: outpatient records, outpatient pharmacy, admissions and dispositions, primary care unit, and specialty care clinics are located within the complex. There are over 40 additional outlying facilities located on Fort Hood and in the municipalities of Harker Heights, Copperas Cove and Killeen.
