Please read the following information carefully: The Pre-Proposal conference will be held at the Fort Bliss Health Facility Project Office (HFPO) at P1854 Constitution Avenue, SW Corner Spur 601 & Loop 375, El Paso, TX 79916. A document labeled, ‘Project Site Information – Directions’ is attached with directions to the site from anywhere in El Paso. Contractors will meet at HFPO on 26 February 2020 at 7:30 a.m. for sign-in and escort to the training room where the conference will be held. The pre-proposal conference duration is anticipated to be from 8:00 a.m. to 12:00 p.m. and will consist of briefings from the Government. A site visit of the new WBAMC will be held in the afternoon of 26 February 2020. ***In order to participate in the afternoon site visit of the new WBAMC, contractors must bring their own Personal Protective Equipment (PPE), which shall consist of a hard hat, safety vest, safety googles and steel-toed shoes. The site is an active ‘live’ construction site and safety is paramount for all attendees. Additionally, all participants must wear pants, tops/shirt with a minimum of 4” sleeves. You will not be permitted to participate in the site visit tour of the new WBAMC if you do not have your PPE. On 27 February 2020 at 7:30 a.m., registered attendees will meet back at the HFPO address for transport to Fort Bliss to tour the outlying clinics in the health service area of the new WBAMC. The site visit tour duration is anticipated to be from 8:00 a.m. – 12:00 p.m. ***Interested small business parties shall provide the following information for representatives attending (Limit 2 representatives per offeror) the pre-proposal conference: Name(s), Company Name, Email Address of each attendee, Phone Number of each attendee, Business Size Standard and Event (Pre-Proposal Conference, Site Visit, or both). The Health Readiness Contracting Office (HRCO) intends to procure the necessary healthcare environmental cleaning and related services at William Beaumont Army Medical Center (WBAMC), Fort Bliss, TX and the multiple Medical Treatment Facilities (MTFs) in the health service area of WBAMC. HRCO anticipates the official solicitation/request for proposal (RFP) will be posted to this site on or about 10 January 2020. A PRE-PROPOSAL CONFERENCE AND SITE VISIT is scheduled for 23 – 24 January 2020 at the new WBAMC Main Hospital located at Charlie Medic Way, Bldg. 18511, El Paso, TX 79918. The new main hospital is not located on Fort Bliss, TX; therefore, there are no special base access instructions. This requirement is anticipated to be a total small business set-aside. Prospective small business offerors are advised that the pre-proposal conference will convene at 8:00 a.m. on Thursday, 23 January 2020 in a conference room located in the new WBAMC main hospital. All pre-registered parties will meet in front of the main hospital at 7:30 a.m. for escort to the conference room. The pre-proposal conference duration is anticipated to be from 8:00 a.m. to 12:00 p.m. and will consist of briefings from the Government followed by a site visit of the main hospital. On Friday, 24 January 2020, a site visit of some of the outlying MTFs on Fort Bliss, TX will occur. Registered attendees will meet back at the new main hospital at 7:30 a.m. on Charlie Medic Way, Bldg. 18511 for transportation to the MTFs on Fort Bliss, TX for the site visits.
