The statutory authority permitting this award without providing full and open competition is FAR 13.501(a)(1)(ii) which authorizes the Government to award contracts when there is only one responsible source and no other suppliers or services will satisfy agency requirements. This announcement fulfills the synopsis requirement under FAR 5.201 and 5.203.
