The Medical Readiness Contracting Office – Pacific intends to issue a solicitation for a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with orders established on a firm-fixed price basis, for the non-personal services of clinical laboratory testing services for Brian D. Allgood Army Community Hospital (BDAACH), USAMEDDAC-Korea. This requirement is for a period of performance from 06 September 2024 – 05 September 2025 (base period), plus four (1) one-year option periods. The Contractor shall provide reference laboratory testing services to aid in the diagnosis and treatment for specimens submitted by the BDAACH, Department of Pathology. Services include the testing of specimens, and communication of results back to BDAACH to include hard copy results. Services shall be in accordance with the established principles, practices and ethics of the laboratory profession. The Contractor and their subcontractor shall provide Reference Laboratory Testing services to include but not limited to, clinical and anatomic testing, pain management panels, treponema pallidum particle agglutination, Hepatitis B Surface Antibody Neutralization, renal biopsy and muscle biopsy testing, and pass through testing services. Services provided shall include testing, supplies, labor, customer services, courier services, software, information technology, reporting/interpreting, resulting reporting, and management reports. The NAICS code for this proposed procurement is 621511 and the annual size standard is $41.5M. This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in July 2024. No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled. NOTICE TO OFFERORS All sources may submit a quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
