The Medical Readiness Contracting Office - Pacific, in support of Tripler Army Medical Center (TAMC), Hawaii intends to make a sole source award to Phadia for Phadia 250 Analyzer and various allergy testing reagents for TAMC. The TAMC COR Laboratory uses and relies heavily on the required Phadia ImmunoDiagnostic products for its ASAP, routine, and specialized applications for diagnostic and prognostic autoimmunity allergy testing for its patients. Phadia reagents can only be used with the Phadia 250 analyzer. The authority permitting this award without providing full and open competition is cited in FAR 13.106-1(b)(1)(i) which authorizes the government to award contracts when there is only one source reasonably available (e.g. urgency, exclusive licensing agreement, brand name or industrial mobilization).

The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis. The NAICS code is 325413. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The Government intends to award a firm fixed price contract to the successful offeror. The Core Laboratory at Tripler Army Medical Center, Hawaii has a requirement for Phadia analyzer and reagents for various allergy testing. The Medical Readiness Contracting Office Pacific intends to acquire a commercial item using FAR part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. Interested organizations may submit their capabilities and qualification to perform the effort in writing no later than 10 July 2023 at 10:00 AM HST. A determination by the Government not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Vendors are invited to submit information demonstrating their ability to fulfill the requirement in the form of a capability response that addresses the specific requirement identified in this notice.
