This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis. The NAICS code is 621511 and the size standard is $41.5M. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The Government intends to award a Firm Fixed-Price contract. Bassett Army Community Hospital (BACH) has a requirement for Metabolic Newborn Testing Services. The non-personal Metabolic Newborn Testing Services will be required at BACH, Fort Wainwright, Alaska in accordance with State of Alaska Statute 18.15.200. State of Alaska Statute 18.15.200 et al., requires that each child born within Alaska receive certain metabolic tests (PKU and other inheritable diseases) and that each physician/nurse who attends to the birth to submit test cards for each child. In paragraph (g) of the statute, physicians is defined “…as officer in the regular medical service of the armed forces of the United States…assigned to duty in this state”. The applicable Alaska regulation that enacted the requirement of the above statute can be found at 7 AAC 27.012, Birth Defects Registry, which lists the conditions required to be tested for; and at 7 AAC 80.030, Fee Schedule and Procedures, which lists the current pricing/fee schedule that is applied for each time. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to perform metabolic newborn testing. The Medical Readiness Contracting Office-Pacific intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. Interested organizations may submit their capabilities and qualifications to perform the effort in writing no later than 30 May 2023 at 10:00 AM Hawaii Standard Time. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Contractors are invited to submit information demonstrating their ability to fulfill the requirement in the form of a capability response that addresses the specific requirement identified in this notice. Responses to this notice should include company name, address, telephone number, point of contact (POC), and brochures which will allow the Government to understand your offerings and options. Telephone responses will not be accepted. All vendors providing to the Federal Government are required to be registered in the System for Award Management (SAM) registry with NAICS code 621511.
