The Regional Health Contracting Office - Pacific intends to make a sole source award to Sebia for hemoglobin reagents to be used with their electrophoresis analyzer at Madigan Army Medical Center. The NAICS code of this procurement is 325413.This requirement is for a period of performance from 1 October 2023 through 30 September 2024, and four (4) one-year option periods, plus FAR 52.217-8. The statutory authority permitting this award without providing full and open competition is FAR 13.501(a)(1)(ii) which authorizes the government to award contracts when there is only one responsible source and no other suppliers or services will satisfy agency requirements. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis. The NAICS Code is 325413 and the successful vendor must be registered in the SAM with the NAICS. Responses to the information requested will assist the Government in determining the appropriate set-aside and acquisition method. The Joint Base Lewis-McChord Health Contracting Branch (JBLM-HCB) intends to award a Firm-Fixed Price (FFP) contract for a base period to the successful offeror using FAR Part 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services procedures. The requirement is to provide Hemoglobin Electrophoresis reagents, test kits and consumables for the Government-Owned Sebia Octa Capillary Zone Electrophoresis Analyzers in support of the Department of Pathology at Madigan Army Medical Center. Maintenance, service, and training needed to maintain the instrument in operating order will also be provided by the contractor. A draft Performance Based Statement of Work (SOW) (Attachment 1) is attached for review.
