The Regional Health Contracting Office - Pacific, in support of Tripler Army Medical Center (TAMC), Hawaii and Madigan Army Medical Center (MAMC), Washington, intends to make a sole source award to Prolacta for the purchase of human milk fortifiers for the NICU department at TAMC, Hawaii. Prolacta is the sole provider of the human milk fortifiers used for breastmilk fortification at the +6, +8, +10 levels which meet the industry standard for donor milk. The authority permitting this award without providing full and open competition is cited in FAR 13.106-1 (b)(1)(i) which authorizes the government to award contracts when there is only one source reasonably available (e.g.urgency, exclusive licensing agreement, brand name or industrial mobilization).
