Pursuant to FAR Subpart 13.501(a)(1)(ii), the U.S. Army, MEDCOM, Regional Health Contracting Office-Pacific (Joint Base Lewis-McChord Health Contracting Branch), Lacey, WA, intends to issue a sole source firm-fixed award under solicitation W81K0222Q0057 to Howmedica Osteonics Corporation (DBA Stryker Orthopaedics) for a base period plus two one year option periods in the estimated amount of $413,000.00 for Maintenance and Repair Services for a Government-Owned MAKO Robotic Arm System. The maintenance and repair service for the Government-Owned MAKO Robotic Arm System are proprietary in nature and Howmedica Osteonics Corporation (DBA Stryker Orthopaedics) is the only organization that is capable of providing the services required by Madigan Army Medical Center. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority 13.501(a)(1)(ii). This notice is not a request for quote/proposal and no solicitation will be issued. Any firm that believes it can provide the stated services can provide supporting documents demonstrating their service capabilities and specifications. DAOS’s capabilities support the broad range of its patients’ needs, including dozens of specialties and subspecialties. DAOS’s accomplished surgeons come from some of the nation’s best schools and training programs, and offer a diverse skillset that meets the needs of both DAOS’s Service Members in action and DAOS’s patients at home. REQUIRED CAPABILITIES The Contractor shall provide Original Equipment Manufacturer fully certified/qualified technicians to perform the maintenance and repair services for the Government-Owned MAKO Robotic Arm System and Components in support of the department specified in Program Background (above). Further detail is provided in the draft Performance Based Work Statement attached to this announcement (Attachment 1). If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. ELIGIBILITY The applicable NAICS code for this requirement is 811219 with a Small Business Size Standard of $22.0 million. The Product Service Code is J065.
