The Regional Health Contracting Office – Pacific, in support of Tripler Army Medical Center, Hawaii, intends to make a sole source award to Cepheid for the following reagents compatible with the GeneXpert Infinity System molecular analyzers for microbial identification and resistance markers by PCR in patient samples: Xpert C. difficile; Xpert Xpress Strep A; Xpert GBS Lim Broth, IVD; Xpert MRSA, IVD; Xpert Express EV; Xpert Xpress Flu/RSV; Xpert Xpress SARS CoV-2/Flu/RSV; Xpert Xpress SARS, and lease of analyzer in order to be compliant with prevailing established testing methodology. The contract will be for a 12-month base period plus four 12-month options. The statutory authority permitting this award without providing full and open competition is FAR 13.501(a)(1)(ii) which authorizes the government to award contracts when there is only one responsible source and no other suppliers or services will satisfy agency requirements. The NAICS code is 325413. This announcement fulfills the synopsis requirements under FAR 5.201 and 5.203. This Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis. The NAICS code is 325413 and the successful vendor must be registered in the SAM with this NAICS. Responses to the information requested will assist the Government in determining the appropriate set-aside and acquisition method. The Regional Health Contracting Office – Pacific intends to award a Firm, Fixed-Price contract for a base period with up to four options to the successful offeror using FAR Part 12 commercial items procedures. The requirement is for a lease contract that includes equipment, reagents, collection devices, maintenance, and service for current established testing methods for microbial identification and resistance markers by PCR in patient samples. Equipment is the GeneXpert Infinity 48S, the fully automated system that performs random access testing for Clostridium difficile, Group A Streptococcus, Group B Streptococcus, Methicillin resistant Staphylococcus aureus, influenza A, influenza B, Respiratory Syncytial virus, Enterovirus, and SARS-CoV-2. Interested vendors may submit in writing their capabilities and qualifications demonstrating their ability to fulfill the requirement identified in this notice.
