Hawaii Department of Health is the sole provider of these Newborn Screening Kits in Hawaii. The authority permitting this award without providing full and open competition is cited in FAR 13.106-1 (b)(1)(i) which authorizes the government to award contracts when there is only one source reasonably available (e.g. urgency, exclusive licensing agreement, brand name or industrial mobilization).
