The Regional Health Contracting Office - Pacific at Tripler Army Medical Center (TAMC), Hawaii intends to issue a solicitation for a firm fixed-price, non-personal services contract for Blood Donor Specimen Testing Services to support the Department of Pathology for Tripler Army Medical Center, Hawaii. This requirement is for a period of performance from 01 October 2021 – 30 September 2022 (Base Period), with four (4) one-year option periods. Required qualifications includes but is not limited to: (1) The contractor shall provide Blood Donor Specimen Testing Services in accordance with the Performance Work Statement (PWS). (2) The contractor shall provide all required facilities, personnel, services, transportation materials, equipment, and supplies required. Blood donor testing services will support the U.S. Army, U.S. Navy, U.S. Air Force, Veteran’s Administration, Coast Guard, and other Federal Government Agencies. (3) All tests shall be executed at the contractor’s premises, or within the contractor’s network of laboratories. The standard test panel will be in accordance with the Food and Drug Administration regulations for the manufacturing of transfuseable blood products. Mandatory infectious disease testing includes but not limited to ABO/Rh (including weak-D testing), Antibody Screen w/ Reflex, Syphilis, HBsAg, HBcAb, Anti-HCV, HIV 1/2, HTLV I & II, Chagas, CMV, WNV NAT, HCV NAT, HBV NAT, Zika, and Babesia NAT (Mini-pool). (4) The contractor shall ensure each laboratory possesses all legally-required license(s), certification(s), and accreditation(s) in accordance with Federal statutes and implementing regulations as well as those of the State in which the laboratory is located. The proposed acquisition will be full and open competition. The NAICS code for this proposed procurement is 621511 and the annual size standard is $35M. No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.
