The Regional Health Contracting Office - Pacific, in support of Tripler Army Medical Center (TAMC), Hawaii, intends to make a sole source award to Roosterbio Inc. for the purchase of Cryo-preserved serum-containing medium to proliferate human bone marrow for the Department of Clinical Investigation. These supplies are the only ones that can meet the Government's current need. Roosterbio is the sole provider of this serum-containing medium for human bone marrows derived from mesenchymal stem cells in an undifferentiated state. The authority permitting this award without providing full and open competition is cited in FAR 13.106-1 (b)(1)(i) which authorizes the government to award contracts when there is only one source reasonably available (e.g. urgency, exclusive licensing agreement, brand name or industrial mobilization).
