Requests for solici... The Joint Base Lewis-McChord Health Contracting Branch (JBLM-HCB) is conducting a Sources Sought for Market Research purposes only. There is no solicitation available at this time. Requests for solicitation will receive no response. The Contractor shall provide information for Custodial Services for rooms/buildings where people who may have been exposed to COVID-19 and were quarantined at Joint Base Lewis-McChord, WA and/or Fort Wainwright, AK in accordance with the attached DRAFT Performance Work Statement. NOTE: Interested vendors can express interest in one or both locations. It is anticipated that the locations will be a barracks type buildings with multiple individual rooms and set up similar to a typical hotel. Currently this action does not anticipate laundry services to be included just cleaning/disinfecting services. This will include trash removal and possibly include the vendor being responsible for items such as soap, toilet paper, paper towels, and hand sanitizer. See the Draft Performance Work Statement below. JBLM-HCB anticipates a Blanket Purchase Agreement will be awarded to one or more vendors. JBLM-HCC anticipates an award, if circumstances warrant, will be made by 31MAY2020. Information is being collected from all potential sources at this time. The Government will not answer any questions. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOD contract. JBLM-HCB has not yet determined the acquisition strategy for this requirement, including whether a set-aside strategy is applicable. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform over 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14. DRAFT PERFORMANCE WORK STATEMENT Description/Specifications/Statement of Work FACILITY CLEANING IN SUPPORT OF COVID-19 PERFORMANCE WORK STATEMENT (PWS) Joint Base Lewis-McChord (JBLM), WA and/or Fort Wainwright, AK – NOTE: Interested vendors can express interest in one or both locations. 1.0 DESCRIPTION OF SERVICES. The Contractor shall provide non personal service, all management, tools, equipment, and labor necessary to provide deep and enhanced cleaning services related to COVID-19. Services shall be performed at Joint Base Lewis-McChord and/or Fort Wainwright in a manner that will restore a satisfactory facility condition that presents a clean appearance. The contractor shall provide all materials, solutions and equipment to accomplish all cleaning tasks outlined in this PWS. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, and commercial accepted practices for "Deep Cleaning" (PWS 1.1) of rooms/facilities as well as a "Enhanced Clean" (PWS 2) (IAW Center for Disease Control's Recommendations for Facilities with Suspected/Confirmed Coronavirus Disease 2019 located at: https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/cleaning- disinfection.html) of identified rooms/facilities. 1.1 FACILITY DEEP CLEANING SERVICES 1.1.1 WALLS SURFACES, AIR VENTS AND DIFFUSERS All rooms shall be cleaned with a commercially approved solution to Deep Clean all wall surfaces, air vents and diffusers. 1.1.2 NON-CARPETED FLOORS (HARD FLOORS: VINYL TILE, CERAMIC TILE, WOOD, CONCRETE, ETC.) Hard floors shall be cleaned by the most appropriate method available. After cleaning, floor surfaces to include grout shall have a uniform, clean appearance without streaks, swirl marks, or any detergent residue. Baseboards, corners, and wall/floor edges shall also be cleaned as necessary. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning. Notify the Contracting Officer's Representative (COR) when floor type does not match building data information. 1.1.3 CARPETED FLOORS Carpets shall be vacuumed and shampooed as necessary to establish a free of soil, dirt, debris, litter and other foreign matter to validate carpet cleanliness. The contractor shall use high efficiency particulate are (HEPA) vacuum cleaners shall offer high airflow, high efficiency filtration, and an adjustable rotating brush agitation for more effective soil removal. All tears, burns, and raveling shall be brought to the attention of the facility manager. Area and throw rugs shall also receive this service. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning. 1.2 RESTROOM CLEANING SERVICES 1.2.1 CLEAN AND DISINFECT All surfaces of sinks, toilets, lavatories, showers, dispensers, plumbing fixtures, doors, walls, partitions, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, and metal guards), walls, and other such surfaces shall be cleaned and disinfected using a germicidal detergent. Restrooms shall have a clean scent or no odor at all. Showers, toilets, and urinals will be free of spots, water spots, scale buildup, soap scum, odors, mildew, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge, stain free. Vents shall be clean. Restroom sinks, countertops, and fixtures shall be free from water and scale deposits, soil, streaks, and other removable matter. Walls and grout shall be free of all film, spots, mildew and detergent buildup. Post appropriate signage alerting occupants that the restroom is "closed for cleaning". Do not close all facility restrooms simultaneously unless the facility contains only one restroom. Trash receptacles shall be emptied and a new trash bag installed. Vendor will refill toilet paper, paper towels, soap (in dispensers), and deodorizers. In some cases, dependent upon the needs, hand sanitizer will be placed in select locations determined by the Contracting Officer Representative. 1.2.2 RESTROOM FLOOR CARE All floor surfaces shall be maintained in accordance with paragraph 1.1.2. Moveable items shall be tilted or moved to clean underneath. Grout on the wall and floor tiles shall be free of mildew residue. Facility Enhanced Cleaning Services During the Quarantine Period. Because cleaning needs are limited during the quarantine period, CDC recommends that cleaning staff do not clean occupied rooms in quarantine facilities. Instead, all rooms should be provisioned with personal cleaning supplies, e.g., tissues, paper towels, cleaners and disinfectants that are EPA-approved against emerging viral pathogens for use by persons under quarantine as needed. Rooms and common areas occupied by persons under quarantine should not be cleaned by cleaning staff until all persons under quarantine have been released from quarantine and have vacated the area and no sooner than 24 hours after rooms and common areas have been vacated. SERVICE PROCEDURES IN FACILITIES/ROOMS VACATED BY A PERSON UNDER QUARANTINE WITH COVID-19 (ENHANCED CLEANING) While servicing facilities/rooms that have been vacated by Persons under quarantine or identified as positive. Rooms that housed a person under quarantine with COVID-19 should remain closed to further use until cleaned and disinfected by appropriately trained cleaning staff. The room should not be entered by cleaning staff for at least 24 hours. At a minimum, the following procedures shall be followed: Cleaning staff should wear disposable gloves, N95 mask and gowns for all tasks in the cleaning process. These gloves and gowns should be compatible with the disinfectant products being used Additional Personal Protective Equipment (PPE) might be required based on the cleaning/disinfectant products being used and whether there is a risk for splash. Gloves and gowns should be removed carefully to avoid contamination of the wearer and the surrounding area. Cleaning should be undertaken using products with EPA-approved emerging viral pathogens claims. All products should be used according to label instructions. Clean the surface first, and then apply the disinfectant as instructed on the disinfectant manufacturer's label. Ensure adequate contact time for effective disinfection. Adhere to any safety precautions or other label recommendations as directed (e.g., allowing adequate ventilation in confined areas, proper disposal of unused product or used containers and donning appropriate PPE). Avoid using product application methods that cause splashing or generate aerosols. Trash cans/receptacles should be emptied, cleaned, and a new trash bag installed. Currently there is no requirement to collect laundry or linen. This may change depending upon needs and will be known beforehand or could be added at a later date and the Call adjusted. Cleaning activities should be supervised and inspected periodically to ensure correct procedures are followed. 3.0 CLEAN-UP After cleaning and removal and disposal of gloves, staff should perform hand hygiene by washing hands often with soap and water for at least 20 seconds or using an alcohol-based hand sanitizer that contains 60 to 95% alcohol. Soap and water should be used if the hands are visibly soiled. Clean and disinfect all frequently touched surfaces in quarantine locations (e.g., counters, tabletops, doorknobs, light switches, bathroom fixtures, toilets, phones, keyboards, tablets, remotes and bedside tables) according to instructions described for products with EPA-approved emerging viral pathogens claims. When cleaning is completed, collect soiled material and PPE in a sturdy, leak-proof (e.g., plastic) bag that is tied shut and not reopened. This waste can go to the regular solid waste stream (e.g., municipal trash) as it is not biohazardous or regulated medical waste. If bulk material and spills containing blood or body substances are present, cleaning staff should use absorbent materials, such as towels, to remove the material. The area should then be cleaned and then disinfected with products with EPA-approved emerging viral pathogens claims used according to product label instructions. No additional cleaning is needed for supply and return ventilation registers or filtration systems for the building. No additional treatment of wastewater is needed before discharging to sanitary sewer. Inspection and Acceptance – Will be determined when a Call is issued.
