The Regional Health Contracting Office – Pacific intends to issue a bulk-funded BPA call to Foundation Health, LLC dba Fairbanks Memorial Hospital for non-personal Medical Specimen Laboratory Testing for Bassett Army Community Hospital (BACH), Fort Wainwright, Alaska for the period covering 1 February 2020 – 30 April 2020. Services include 24-hour STAT-to-Routine specimen testing services for primarily blood, serum, urine, tissue, feces, mucosal, body fluids and spinal fluids; purchase of Blood Banking products such as packed red cells, fresh frozen plasma, platelets and cryoprecipitate to supplement BACH inventory, as needed; and to provide back-up laboratory (lab) services in the event of an equipment failure or prolonged maintenance for Chemistry, Blood Banking, Microbiology, Hematology, Urinalysis and Coagulation Departments within the BACH Lab from the closest medical lab facility. The statutory permitting this award without providing full and open competition is FAR 13.501(a)(1)(ii) which authorizes the government to award contract when there is only one responsible source and no other suppliers or services will satisfy agency requirements. This announcement fulfills the synopsis requirements under FAR 5.201 and 5.203. This Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
