Notice Type: Sourc Notice Type: Sources Sought Notice Synopsis: The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 524292. The Government will use this information to determine the best acquisition strategy for this procurement. The Regional Health Contracting Office - Central, Fort Sam Houston, Texas, is seeking potential sources to provide a Turn-key Comprehensive Patient Financial Counseling Program (CPFCP) for DoD civilian emergency patients. The Government desires a contractor who can provide fully integrated and validated CPFCP services which provides fully trained patient financial counselors on-site, remote resolution specialist to assist in identifying additional at fault parties that may be liable for a patient injury to ensure the facility can accurately bill the at fault insurance, and owns a fully validated technology solution with corresponding laptops that meet DOD and DHA IT security requirements that provides insurance coverage/eligibility verification, electronic identification of federal, state, and local programs/insurance plans patients are eligible for with electronic enrollment, electronic capture of required other health insurance forms, and additional patient financial assistance through final adjudication of patient debt. The contractor shall independently provide financial counseling and ensure complete and accurate Other Health Insurance (OHI) forms are collected and signed by the patient through interviews with the patient and use of integrated electronic means by using contractor provided software to verify eligibility, and the patient’s cost share of receiving medical care. The contractor shall help patients navigate the complex healthcare system to determine if they are eligible for State and Federal healthcare programs to provide additional financial relief by covering a portion of the cost of care. The contractor shall provide onsite and remote services 24/7 in the BAMC Emergency Department and Inpatient Wards, and Monday thru Friday within the Burn and Multi-Disciplinary Trauma Clinics. The Period of Performance (POP) will not exceed 5 years and will consist of (1) base period and four option periods.
