Healthcare House Keeping Services at Irwin Army Community Hospital (IACH) RESPONSE DATE: 28 October 2020 - 2:00 PM (CST) PLACE OF PERFORMANCE: Irwin Army Community Hospital (IACH) and the multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA), Fort Riley, Kansas. DESCRIPTION: The U.S. Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO), on behalf of the Department of the Army, has developed this Request for Information (RFI) to solicit market research information from industry to determine the scope of industry capabilities and interest. The market research determination will be used to determine sources in the marketplace to perform the services. This will be a competitive small business set aside. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the HRCO will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. This RFI does not restrict the Government's acquisition approach on a future Solicitation. The Government will not respond to questions submitted by industry in response to this RFI. This will be a small business set aside. The anticipated period of performance is 1 January 2021 through 30 June 2021 and will include FAR Clause 52.217-8, Option to Extend Service: potentially extending period of performance through 31 December 2021. The primary NAICS Code for this requirement is 561720, Janitorial Services, with a size standard of $19.5 million. DESCRIPTION OF SERVICES: The contractor shall furnish all personnel, training, labor, equipment, material, tools, supplies, supervision, management, administration, and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform healthcare housekeeping for Irwin Army Community Hospital (IACH) and the multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA). The mission of IACH is to provide quality healthcare to patients in a safe, clean, and aesthetically-pleasing MTF. Irwin Army Community Hospital is an Army 44 in-patient bed and outpatient care facility located in central Kansas. The healthcare activity provides dental surgery, general medicine, emergency medicine, general surgery, pediatrics, family practice, obstetrics/gynecology, orthopedic, outpatient drug and alcohol treatment, and psychiatric care services for its beneficiaries. Outlying clinics consist of medical in processing clinic, veterinary health clinic, three dental clinics, automated neuropsychological assessment metrics (ANAM), traumatic brain injury clinic, Custer Hill Health Clinic (CHHC), Caldwell Clinic, Aviation Clinic, and Farrelly Soldier and Family Care Clinic. These outlying clinics provide dental services, veterinary services, medical management of acute and chronic disorders, preventive services, counseling services, and acute minor injury treatment to clients on Fort Riley. The current estimated square feet (SF) for IACH and auxiliary facilities is 478,356 SF.
