The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) requires equipment to upgrade twelve (12) DART Remote Monitoring Units (RMUs), including two (2) DART™ CRM-5005 LTE, four (4), DART™ TS GSM-LTE-V6.3 and six (6), DART™ R Upgrade to LTE/Satellite, manufactured by BORIN Manufacturing, INC. These units will be installed to replace out of date (3G enabled) components on lock and dam units in Alabama, enabling the collection of data for the Monitoring Cathodic Protection of Hydraulic Steel Structures project. The particular units required are necessary for lock and dam systems operating on waterways in the state of Alabama to remain fully functional in their ability to communicate necessary data needed for their maintenance and life-cycle maximization. The RMU systems were initially acquired from and installed by BORIN Manufacturing Inc in 2016. Only the original equipment manufacturer is licensed to provide the necessary upgrades to keep these RMUs fully operational and prevent mission failure. Therefore, BORIN Manufacturing Inc is the only source capable of fulfilling the government’s requirement. ERDC-CERL intends to award a purchase order on a sole source basis to NatureServe in accordance with FAR 13.106-1(b)(1). This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
