The USACE, Engineer Research and Development Center (ERDC), has a need for Hazard Prediction and Assessment Capability (HPAC) simulations for various substances and release scenarios throughout variable environments in order to understand the environment as a threat. The ability to access and use the Chemical Biological Radiological and Nuclear (CBRN) hazard prediction tool, HPAC simulations are required in order to perform analysis and develop modeling approaches in order to model and predict effects from toxic industrial materials (TIMs) and toxic industrial chemicals (TICs) releases while accounting for variables related to wind and topography. Given the requirement of access to CBRN HPAC, we have the need for a contractor that has current access to these tools and has experience modeling and predicting concentration fields from various urban release scenarios using these tools. The specific tasks which the contractor will be required to participate in are to Identify existing information addressing wind speed models of urban centers, existing information on chemicals of interest, and the range of transport mechanisms incorporated into many current atmospheric dispersion models, Develop models (wind speed, transport mechanisms) relevant for urban environments, Develop Release Scenarios, Perform Analysis using modified and unmodified CBRN HPAC for prediction of TIC/TIM concentrations from source, and Create a final report detailing all task results.
