CLIN 0001 (BASE YEAR): IC34/IC37 - Newly Revised in 2020 IC34/IC37 IACS Cybersecurity Design & Implementation (IC34)* IACS Cybersecurity Operations & Maintenance (IC37)* Base Price for 1 to 24 participants Course Start Date: 4/27/2019 CLIN 0002 (OPTION YEAR 1): IC34/IC37 as described above Cyber Shield is a Natioanal Guard exercise in cooperation with USAR and USMCR to conduct Cyber Defensive Operations (DCO) training and assessment for DCO-Elements, Cyber Security detachments/cells, and Cyber Protection Teams (CPTs) at Camp Williams, Utah from 26 April to 9 May 2020. Cyber Shield provides a collective training event for these teams and sets the conditions for evaluation against Army/Joint standards, including Network Defense, Forensic Analysis, Reporting and Mitigation, Incident Responses, Etc. This notification is a combined synopsis and notice of intent to award sole source. This is a sole source however all firms (unrestricted competition) that believe they can meet the requirement are encouraged to submit a full proposal no later than the indicated date on this notification. See the attached J&A for other than full and open competition along with the attached Statement Of Work for full details of this requirement. For firms submitting a proposal, the proposals will be evaluated on the basis of best value to the government. The primary criteria will be the firm's proposal meeting all the requirements on the SOW. You must clearly communicate how your proposal meets the requirements. Simple positive affirmations ("our proposal meets", etc.) are not considered an acceptable demonstration of meeting the SOW. The second criteria is pricing/total cost. The government reserves the right to award to other than lowest cost if another firm demonstrates they best meet the requriements. The UTARNG intends to award one base year (2020) and one option year (2021) for this requirement. Each year must be separately priced. Any questions must be sent via email in sufficient time to do any research and answer the questions. Fax and phone are not appropriate.
