DESCRIPTION: This is a combined synopsis solicitation for Fifty, Kenwood NX-200 VHF, with Charger, Antenna, Li-ion Battery and Belt Clip set, and Twenty Four Kenwood NX-700 VHF Base Station Unit with power supply wrap. This requirement is for the Utah National Guard (UTNG) in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation no. is W81A9P81650001 is being issued as a Request for Quotation (RFQ). This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-12. This solicitation is issued as a Total Small Business Set A Side. The North American industry Classifications System Code (NAICS) is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a standard size of 1,250 employees. Please provide us with your RFQ for the Kenwood NX-200 VHF Transceiver, with Charger, Antenna, Li-ion Battery and Belt Clip set and the Kenwood NX-700 VHF Base Station Unit with power supply wrap. Include with your quote your Cage Code, DUNS number, and TINS # (tax I.D. no.). To be awarded this requirement the vendor must be registered in System for Acquisition Management (SAM) and the registration must be currently active. FAR REGULATIONS: All offerors are notified this information because this solicitation is a small business set-a-side and is subject to Federal Acquisition Regulation (FAR) 19.102(f) (the "Non-Manufacturer Rule). FAR 19.102 (f) states that "a small business primer contractor who is not manufacturing the supplies to be purchased by this solicitation must furnish items of a small business manufacturer who produces the items in the United States or its outlying territories". This solicitation is also subject to FAR Clause 52.219-14, "Limitations on Subcontracting". FAR Clause 52.219-14 states that "any small business prime contractor who is a manufacturer of the supplies must perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. CONTRACT TYPE: The contract type for this procurement will be firm-fixed price and award evaluation criteria will be based on Lowest Price Technically Acceptable (LPTA) in accordance with FAR 15.101-2. Past performance will also be considered in the award evaluation, award process.
